Antique Rep. Loren Legarda revealed that President Rodrigo Duterte has access to  around P57 billion unconditional transfer funds (UCT) that could be immediately given as cash help to hundreds of thousands of families affected by month-long community quaratine in Luzon.

Legarda said the UCT could also augment food packs to be supplied to indigent families who are greatly affected by the lockdown.

“This is already legislated, appropriated, partly unused, while the poor are in need, so please use it now for those who don’t have income and need food. Calling on DBM (Department of Budget and Management) and DSWD (Department of Social Welfare and Development). Let’s give the cash to the poor within the next few days,” Legarda said

“The figures in the Emergency Food Subsidy Act can be adjusted based on the need in NCR, mega Manila provinces and other urban centers reeling from the quarantine,” she added.

In her tweets, Legarda suggested the P300 a day subsidy per poor family in NCR during the enhanced community lockdown.

“I suggest an Emergency Food Subsidy Act which will provide 300 pesos per poor family in NCR (National Capital Region) during the enhanced community quarantine. If we expand the 50,000 poor families to 100,000 families, provide them 300 pesos per day for 30 days, this will be of great help. A DSWD food pack for a family of five costs P505.

"Let’s provide them this especially during the enhanced community quarantine where there’s no work for the daily wage earner.” she said
