May paglilinaw ang Department of Transportation hinggil sa pagpayag
muli ng backride sa motorsiklo na ang ‘approved in principle” ay ang back-ride lamang
sa mga pribadong motorsiklo at hindi ang pagbiyahe ng mga ride-hailing app.
Ito ang pahayag ni Undersecretary Goddes Hope Libiran
matapos lumabas sa bali-balita na ang ride-hailing app na Angkas ang binanggit
ng Inter-Agency Task Force for Emerging Infectious Diseases (IATF-EID) na gagawan ng guideline upang makapag-angkas.
“Klaruhin ko sana ‘yung ilang mga articles na lumalabas
saying that the IATF has approved in principle the return of Angkas. Mali ito
ha. Baka kasi malito ang tao,” sabi ni Libiran.
“What the IATF considers allowing is the private use of
motorcycles with back-riding, subject to health and safety protocols.” Dagdag
pa nito.
Ang Department of Transportation, Department of Science and
Technology, Department of Health, Metropolitan Manila Development Authority at
Department of Trade and Industry ang inasahan na gagawa ng guidelines hinggil
dito.
“These agencies will determine the safest and most
effective way of reducing the risk of transmission in motorcycle back-riding,”
saad ni Libiran.
Iginiit ni Usec. Libiran na nagtapos na ang pilot testing ng
motorcycle taxi noong Abril at wala pang batas upang makapag-operate ang mga
ito.
“We already submitted our recommendations to the House of
Representatives, and we are awaiting their action if they [MC Taxis] will be
allowed to continue operations. So, technically, there is nothing to resume in
the meantime, unless a new law is passed allowing them to operate as a legal
public transport mode.” Pahayag ng DOTR Usec. Libiran.
Sa nakaraang artikulo, nagpahayag ang pagkatuwa ang isang
solon sa pagiging open-minded ng IATF-EID na payagan na ang angkas sa
motorsiklo, ngunit ito ay isang rekomendasyon o proposal pa lamang.
Ayon kay Marino congress at House committee on
Transportation Vice chairman Sandro Gonzalez na mahalaga na maging malinaw ang
guidelines na ilalabas ng IATF kung sinu-sino lamang ang papayagang umangkas.
Ikinatuwa rin ng mambabatas ang rekomendasyon ng ride-haling
app na Angkas na maglagay ng barrier o harang sa pagitan ng pasahero at driver.
“This proposal from Angkas is impressive, and the same
could be a precedent for the government to emulate in line with the suggestion
to allow back-riding in motorcycles,” ani pa ng kongresista.
