Duterte vows to conduct a fair investigation on death of former Marawi soldier Ragos

Yesterday's shooting incedent of a former Marawi soldier, many netizens were disappointed with how Police officers handled a supposed simple quaratine violation that could have prevented taking someone's life.

President Rodrigo Duterte announced last night, during his weekly public address. He promised to conduct a speedy and impartial investigation into the shooting incident.


The said incedent happened in Brgy. Pasong putik, Quezon City, where a Quezon City  policeman, Daniel Florendo Jr. shot twice a former Marawi veteran, Winston Ragos. 

Winston Ragos, who fought during the five-month-long Marawi siege in 2017, was shot dead last Wednesday by Police Master Sergeant Daniel Florendo Jr. of Quezon City Police District, following a heated argument.

“Nangangako ang gobyerno, ang Presidente na magkakaroon ng patas na imbestigasyon dito dahil ang iimbestigahan ay isa ring taong gobyerno, isang pulis at ang biktima ay isa ring sundalo. 


Makakaasa po kayo sa patas at mabilis na imbestigasyon,”  Presidential Spokesperson Harry Roque announced.


There has been "speculation” claiming that Florendo misinterpreted Duterte’s shoot-to-kill order against quarantine violators but Roque dismissed the idea.

“Wala pong ganun. Ang preliminary report na nabasa ko na mukhang nagkaroon ng sigawan sa panig nung nasawi at nagkaroon ng parang interpretasyon ang pulis na nung tumalikod akala niya dumudukot ng baril.” he said.

“This is all preliminary, walang relasyon ito sa kahit anong sinabi ni Presidente, at hindi sinabi ng pulis na siya po’y pinatutupad ang isang order ng presidente. So, ‘wag natin bigyan ng interpretasyon ang bagay na wala pong basehan at all. If at all it is speculation, it’s conjecture, it’s not factual,”  Roque added.

The police claimed he was armed, and disobeyed the police' order for him to surrender but contrary to the eyewitnesses’ and family’s account the victim was not armed.


One netizen pointed out that the former soldier was not in the proper mental state to cooperate. 
As many bystanders claimed, he was experiencing PTSD and is diagnosed with schizophrenia. Therefore, he believes that he is on the losing end and is clearly outnumbered.
