Jail congestion remains one of the common problem by the Bureau of Jail Management and Penology (BJMP) due to increasing numbers of inmates.
The current jail facility in Davao, has 300 prisoner-capacity
but housing 3,000 detainees.
This situation means that Davao City jail has a congestion
rate of 696 percent, a very number from the ideal rate capacity of 421 percent
only.
BJMP XI Spokesperson, J/Insp. Edo Lobena said “Just imagine,
the [congestion rate] is triple. Can you imagine how they sleep? How are we
supposed to take care of these inmates? This is one of the toughest jobs,
especially for us BJMP personnel.”
With the construction of an eight-hectare mega jail facility
in the village of Calinan, Davao City, BJMP expects to resolve the problem the
soonest possible time.
Reports said that construction is set to begin this month.
“The construction of the jail facility in Wangan is already
in the bidding process … and also handled by the Department of Works and
Highways,” Lobena said.
The mega jail facility can house 5, 000 up to 6, 000 inmates.
Government is expected to spend an estimated amount of P300,000
to P80-million for the construction of the facility. The budget is expected to
be sourced out from the national budget.
An organic farming area will
be set up inside the mega-jail facility for the inmates’ livelihood.
Incubation site and
classrooms will be build as part of the facility, where the inmates can enroll in
some government programs, entrepreneurship courses, so they can have their own livelihood
even after they got released from jail.
