Iginiit ni Senador Leila De Lima nitong Sabado (Disyembre
28) na ang isang probisyon sa national budget ng United States para sa 2020 ay nagsasaad
ng pagbabawal sa mga may kinalaman sa kanyang pagkakakulong na pumasok sa
Amerika.
Lumabas ang pahayag na ito ni De Lima matapos sabihin ng kanyang
mga kritiko na wala umanong ganoong probisyon ang US.
Bilang sagot sa kilalang pro-Duterte blogger na si RJ Nieto
a.k.a Thinking Pinoy, sinabi ni De Lima: “scrutinizing the US appropriations
law “requires more diligence than just looking at one document.”
Ayon sa senadora, hindi naman masasabi na wala ang nasabing
probisyon dahil lamang hindi ito
matatagpuan sa kopya ng batas na nilagdaan ng
Pangulo ng US na si Donald Trump.
“The provision banning my persecutors is stated therein and
it was not specifically negated by the Explanatory Report. Hence, it remains in
force,” ani De Lima.
Dahil dito, nilista ni De Lima ang mga paraan umano upang
mapatunayan ang pagkakaroon ng probisyon sa national budget plan ng US sa 2020.
“Step 1. Look at the Final Bill, which refers to the
Explanatory Statement.
Step 2. Now, look at the Explanatory Statement, which makes
reference to the House and Senate SFOPs bill Reports.
Step 3. Look at the Senate SFOPs bill Report, specifically
top of page 93. There you will see what you are looking for. It’s the “Prohibition
on Entry” provision which specifically mentions, and made applicable to, my
situation.
Step 4. Go back to the Explanatory Statement and ask
yourself—does it specifically negate the language you found on page 93? You
will see that it does not,”
