Foreign Affairs Secretary Teodoro "Teddyboy" Locsin Jr. recalled
that President Rodrigo Duterte did not promise to solve the traffic congestion
in Metro Manila during the campaign period but committed to do his best to ease the
problem as he assumed office.
“DUTERTE NEVER PROMISED TO SOLVE THE TRAFFIC PROBLEM AT THE
PRESIDENTIAL DEBATES. ON THE CONTRARY HE SAID IT HAS NO SOLUTION. ALL THE
OTHERS LIED THERE IS A SOLUTION,” Locsin said in a tweet in response to a
netizen’s post.
“After his election, in line with duty but not promise, DU
committed to try to solve it. He is a realist,” he added.
“I don't recall him
making promise. In the debates he said that that one, no way, insoluble. And
then after his election, he committed to solve it. That's not a promise; just's
a commitment and he is entirely blameless if, as he suspected during the
campaign, it is hopeless.” Locsin said in reply to another Twitter user
Locsin said a promise is different from a commitment.
“I remember him muttering, ‘Hopeless.’ But after his
election, he committed to do all he can; which is not a promise but a
commitment against all odds of succeeding. The others blabbed about solutions,”
the DFA chief also said in a separate tweet.
President Rodrigo Duterte at the start of his term already
sought emergency powers to resolve the traffic situation in Metro Manila,
particularly EDSA, however, some lawmakers declined the idea due to possible
corruption.
Until recently, there has been a continuous push to grant the
emergency power to Duterte due to the time element involved.
However, Senator Grace Poe, who chairs the public service committee
still won’t give in and stressed that the President could resolve the traffic
issue without the emergency powers from the Congress.
