Ikinababahala umano ng Makabayan bloc sa Kongreso sa panukalang ‘We Heal As One bill’ o House Bill 6616 na posibleng magbigay daan upang mabigyan ng emergency power si Pangulong Rodrigo Duterte.
Ayon sa Makabayan, mas delikado pa umano ito sa pagkalat ng COVID-19 sa bansa.
“Malacacang should also stop denying that Duterte is asking for emergency powers because the bill says so itself in Section 3. Besides they would not have called for a special session of Congress if not to ask for such,” ayon sa grupo.
“It would have been alright if it was merely the power to realign budget like that of the intelligence and confidential funds to the fight against CoViD 19 but Pres. Duterte is asking for way much more that would result to a virtual undeclared martial law in the country,” dagdag pa nito
Sinabi din ng grupo na masyadong kapangyarihan ang ibibigay ng emergency powers sa pangulo.
“Firstly, this bill, instead of addressing only the funding aspect of the crisis, grants Pres. Duterte too much power over the entire government and all public funds as well as draconian measures to impose his concept of response to the virus…This bill is a continuing reflection of Pres. Duterte’s obsession that the solution to any problem is force, bullying and the power to set aside anyone who does not follow,” ayon sa Makabayan.
“While the CoViD problem is serious, mainly as a result of the incompetence of Pres. Duterte, it is still an overkill. It also says nothing for the people’s demand for P10,000 economic relief for workers affected by the lockdown, the release of the P1000 second tranche of the SSS pension hike as well as the P500 increase for the socialized pension and the call for mass testings and prioritization of frontline health workers for PPE’s and face masks.” dagdag pa nila
“Any bill therefore that seeks to address funding issues must be specific as to which should be realigned,(such as reallocation of Road Users Tax, Malampaya fund, pork-barrel items in the 2020 budget) rather than a shotgun approach to the entire budget, granting Pres. Duterte broad and vague powers,” saad pa ng Makabayan.
Sina Bayan Muna Reps. Carlos Isagani Zarate, Ferdinand Gaite, Eufemia Cullamat, ACT Teachers Party-List France Castro, Gabriela Women’s Party Rep. Arlene Brosas, at Kabataan Party-List Rep. Sarah Elago ay ang mga kabilang sa Makabayan bloc.
Sinabi rin ng grupong ito na dapat ay magkaroon ng parusa para sa pangulo kung magkakaroon man ng paglabag.
