Hilbay on Duterte's blocking of franchise renewal: 'Why? Simply because he doesn’t like ABS-CBN'

According to Former Solicitor General Florin Hilbay, the President’s stand on the issue to not renew the franchise of the country’s network giant all started from his dispise of the said network.
President Rodrigo Duterte recently announced that abs-cbn’s renewal of franchise will not push through.


“Your franchise will end next year,” the president said on Tuesday. “If you are expecting it to be renewed, I’m sorry. You’re out. I will see to it that you’re out.”
Hilbay said that President move to turn down the network’s renewal is a blatant abuse of his authority, announcing it in of the media.
“Mr. Duterte says he would see to it that ABS-CBN’s franchise will not be renewed. Why? Simply because he doesn’t like ABS-CBN,” Hilbay tweeted.



“By exercise of presidential prerogative he seeks, with an ‘evil eye & uneven hand,’ to destroy a media company. This is blatant abuse of public power,” he added.

This is the third time the President threatened against ABS-CBN franchise revocation. For Duterte, the network of unfair reporting, as well as of allegedly taking his money in the hopes of airing his election ads back in 2016.

However, the Kapamilya network failed to run his political campaign. The chief executive then threatened to sue the media company for allegedly defrauding him. ABS-CBN has denied the President’s allegations of unfair and biased reporting.

Based on our law, broadcasters must secure congressional franchises in order to operate. ABS-CBN’s franchise, issued in 1995, will end in March 2020.
