President Duterte: Amend the Constitution to solve corruption







On Tuesday, President Rodrigo Duterte highlighted that the only way to solve the corruption in the country is to amend the Constitution. 


In a speech during the Anti-Corruption Summit 2017 and the 2nd Philippine Construction Congress held at the Philippine International Convention Center (PICC), the President tackled the gravity of corruption in the government.


The president described corruption as very virulent, harmful and is almost hard to stop. He even noted that current Constitution was “really crafted to allow accountability to escape most of the time.”


The chief executive who have also served as Prosecutor in the past, a Mayor, Vice Mayor, Lawmaker or Congressman, noted that corruption has been always happening.


“And every administration, I would say, including mine, corruption is ever present,” he said.


“And the only way to do it is actually — We have to change or amend our Constitution. Walang iba,” he noted.


“Ako, I will make a deal, if Congress and the entire Filipino people. We craft a new constitution. Marami kaming — pati ako sasali, I will place my input there,” he said.


“Maybe --- maybe it’s a --- it’s a dream but pagkatapos niyan, and when it is really a constitution that would suit our way of life and correct the evil things there, I will tender my resignation. ‘Yan ang deal ko sa opposition, pati lahat tayo.” He continued.


The President also said that the Commission on Audit and the Office of the Ombudsman should be strengthened. 


The stakeholders who participated the Anti-Corruption Summit submitted to President Duterte a list of recommendations which also includes a 10-Point Reform Plan.


The recommendation, among other things, state that all line agencies under the President should set the stage for bureaucratic reforms the heads of government to be accountable, take responsibility of every actions and omit human intervention factors in each transaction.
