Sinabi ni Albay Rep. Edcel Lagman na winasak ni Pangulong Rodrigo Duterte ang oligarkiya sa bansa ngunit pinalitan naman niya ito ng mas masamang oligarkiya ng militar.

“While President Rodrigo Duterte has targeted the so-called ‘economic oligarchs, he has shielded and built up military oligarchs with inordinate patronage….Oligarchy has many variations and manifestations, the most dangerous of which is the military oligarchy which is backed up by the arsenal of firepower,”  ayon kay Lagman sa isang pahayag

“If the campaign against the oligarchy is to be sincere, all forms of oligarchy must be dismantled including the favored military oligarchy,” dagdag pa niya

Sinabi ni Lagman na ang oligarkiya militar ni Duterte ay pinamunuan ng pitong retiradong Chiefs of Staff ng Armed Forces of the Philippines - Department of the Interior and Local Government (DILG) Secrtary Eduardo Año;

Ang Kalihim ng Kalihim na si Roy Cimatu, tagapayo ng Pangulo ng Kapayapaan ng Pangulo na si Carlito Galvez, Jr .; Security Adviser Hermogenes Esperon; Bureau of Customs Commissioner Rey Leonardo Guerrero; National Irrigation Administration (NIA) Administrator Ricardo Visaya; at Philippine Coconut Authority (PCA) Administrator Benjamin Madrigal, Jr.

Ani Lagman, ang punong tagapagpatupad ng Philippines Declared National Policy Against COVID-19 ay ang dating Chief of Staff ng AFP na si Carlito Galvez, Jr., na siyang ring kasalukuyang peace adviser.

“The controversial anti-terrorism law is a pet measure of the President’s military advisers. To a lesser extent, the militarization of the bureaucracy was also practiced by previous administrations most probably to insulate them from military coups, intervention and adventurism,” ayon kay Lagman
