Kalinga based NPA insurgent surrendered after learning the benefits program of the government

On Monday, an active member of the New People’s Army (NPA) in Ilocos and Cordillera regions had surrendered voluntarily to Philippine Army’s 50th Infantry Battalion.

Return Noel Omang, also known as “Incha” , 22, a resident of Barangay Bagumbayan, Tabuk city, Kalinga was identified by 50th IB commander Lieutenant Colonel Martin S. Daiz Jr. 

Omang is an active member of “Squad Tres” of the Kilusang Larangang Guerilya (KLG) in Kalinga.

“At around 9:00 a.m. on January 8, 2018, the rebel surrendered voluntarily to us,” Daiz said.
Omang will be assisted in processing for benefits under the Comprehensive Local Integration Program (CLIP) of the government in cooperation with the assigned local chief executive, the local government of Kalinga and the police.

Daiz said that the returnee is still at the headquarters of the 50th IB for documentation purposes.

Reports said that Omang surrendered to 50th IB after learning about the CLIP program of the government from his relatives through the information campaign.

Omang was with the Community Party of the Philippines – New People’s Army (CPP-NPA) for more than four (4) years. He said that some of his companions also want to surrender after losing confidence in the communist party, but are being threatened by their leaders should they decide to leave the organization for good.

“The influx of surrenderees from Cagayan Valley and Cordillera is a clear manifestation that our message of peace is already penetrating the core of their twisted belief and doctrine,” said Brigadier General Perfecto M. Rimando Jr, as he welcomed Omang.

“I urge the remaining rebels to lay down their arms and abandon their unworthy arms struggle against the government.” He said, encouraging the rebels to actively participate in the development programs of the government as they live peacefully.
